Change Personal Details
The only note we need add to the obvious is that login cannot be changed. Once you pick a login, you are stuck with it for that Account.
There are internal Database constraints in place that will prevent an Account (schema) from having the same (duplicate) logins or passwords.

Those items thare either GREEN or have data are required.
Allowing Users to change their Personal Details is NOT required. In order for a User to be able to change their Personal Details - they must be a member of a Role that allows this Privilege.
Why would you want to deny them that Privilege?
Example: An Opinion Survey or Poll where anonymity was preferred. Hundreds or thousands of Users would all have the same User name and login (Multiuser). None of them should be assigned the Privilege of changing the login or other personal details --- as they would all be the same.
